I think we must take the Governor's

view, that the cost of removal which is estimate

₤5000

at 2500,000 and a proportionate value of any

small portion of the Arsenal Yard over which it

may be found necessary to carry the diverted

ropeway, should be deducted from the last

instalment of $500,000 due to be paid to the

Admiralty by the Hong Kong Government in 1933.

This would leave the Admiralty to make any

arrangements that they thought fit with the War

Office, regarding the apportionment of the cost.

saying

that the Secretary of State hopes they will

agree to the Governor's proposals.
